Housing Certificate as a Solution to the 'Housing Problem' of Orphans

Abstract

This article explores the housing issues faced by orphaned children which determine their social vulnerability in the areas of employment, financial well-being, and the implementation of successful life strategies. The goal of the study is to analyze initiatives to provide housing certificates as an alternative solution to the “housing issue” for orphaned children. Research methods: a survey of representatives from guardianship and custody agencies (N = 694), the results of which were supplemented with survey materials from orphans (N = 3868). The results illustrate the mutual interest of these respondent groups in the practice of providing housing certificates. Nevertheless, the evaluations by representatives of guardianship and custody bodies are dominated by concerns related to the risk of fraud, the legal and social vulnerabilities of orphaned children, and their lack of specialized knowledge and skills. Despite these risks, the study identified advantages of issuing housing certificates: reduced waiting times for housing, expanded housing choices in  line with personal needs, and demand for professional and territorial mobility. The study defined key directions for improving the practice of providing housing certificates. Concerns about potentially fraudulent activities and the social vulnerability of orphaned children indicate the need for a consulting support system during the implementation of housing certificates. Legal support for orphaned children can be a mechanism for minimizing the risks of the improper use of housing certificates and legal protection for boarding institution graduates. Other mechanisms for improving the practice of providing housing certificates could include extending the certificate’s implementation period and developing a system to monitor the use of funds.
