Abstract

The territorial organization of social environment at the local level of the Russian administrative system is considered to be one of the most important factor in localization of the land reform cource, and in the local resurgence of economic activities. For analysis two subregions have been preliminary choosed. The first subregion as a pole of depopulation typifies the principal features of the Nonchemozem zone, and the other one as a pole of high ploughing up represents the arid steppe zone. The case of these areas is proved to be reasonably to shape a philosophy of the economy of territorial organization for such scale of regions.
The article gives an idea of the approaches to analysis of the economic, social, demographic situations as well as of settlement in country-side under conditions of shortage in statistic data at a lower level. As a guide of some feasible restructuring in the agriculture, a conception of re-settling and improvement in demography is advanced. It underlies the author's version for zoning of different type's regions, and anticipation of some agricultural development lines within each functional zone, the fortunes of peasantry being come to the fore.
