Whether can new Russian authoritarism to become effective?

Abstract

Improving of the economic market opportunities due to effect of import substitution and the increase of world oil prices in the year of 1999 and the beginning of 2000 makes it possible for the Russian government to postpone the solution of the long-term problems of the development, and first of all the problems of total insufficient investing. Ten years of «investing holidays» are already able to lead to the destruction of crucial share of assets in Russia because of their physical deterioration in the year of 2003. But even now the developing of the Russian economy is blocked because of the absence of the solution of the long-term problems connecting with both the lack of recourses (first of all equipments) and the shortage of specification of property rights. To overcome these difficulties we need to reconstruct and to sanitize the whole of the state. One doubts that the end of the construction of the authorial system of governance in Russia will provide its desired productivity.
