Agrarian reforms in Russia: projects and realization

Abstract

The subject of this paper are results obtained during the research on agrarian reforms in Russia which was recently conducted by the author of the article. The problem of this study was to put the post-Soviet experience of agrarian reforms into comparative context in order to discover legal, social and institutional problems which the reformators had to face, and to estimate the adequacy and efficiency of their actions.
Within the limits of comparatively legal and historically sociological aspects the conclusions were drawn in the following areas: the appropriate research methods; the new interpretation of the problem; the agrarian problem as a crisis of traditional land property; post-Soviet agrarian reforms in comparative context; the social conflict mechanism –transition from administrative pressure to a civil society in historical retrospective; classification of the major models of reforming agrarian relations; the main difficulties of reform implementation in a transitional society; the technology of agrarian reforms; land legislation in an unstable legal system; agrarian reforms and democratic caesardom.
