How to Make Russia’s Case of Innovation Development and Successful One

Abstract

The article analyzes the present state of Russia’s scientific and technical complexes as well as various scenarios of Russia’s development until 2030. Another issue under discussion is the role and the place of Russian Academy of Sciences in the system of long-term forecasting and planning of the country’s development. The author sets the following tasks: First, to regard the state of Russia’s scientific and technical complex under essentially new circumstances. The existing complex, as it is, can be viewed as a foundation for the official course towards innovation development. Second, to analyze various scenarios of country’s development until 2030. Third, to compare innovation and inertial scenarios and their potential consequences; to analyze the mechanism of innovation development and basic elements of its functioning. Fourth, to determine the role and the place of Russian Academy of Sciences in the system of long-term forecasting and planning of the Russia’s development.
