Using the theory of the human-technological revolution, we consider the role of knowledge, technology and education in the transition from the industrial to the post-industrial phase of the development of civilization. We argue that the world is at a bifurcation point and that a change in the attitude towards education and knowledge could determine the trajectory of the world as a whole and the trajectory of individual civilizations. We show that “financial” and “commodity” globalization are in crisis, bringing to the fore issues such as globalization in education and technology and solving a number of problems related to climate change, the exhaustion of key resources and environmental pollution. We pay great attention to the analysis of the recent results of the PISA study for Russia, Belarus, and other post-Soviet countries. New industrialization and breakthroughs require a change in the attitudes towards knowledge, educational strategy, and politics. We discuss possible directions for modernizing the educational strategy of the Union State.
